Keith Waine

Keith is a partner and Head of the Financial Regulation team. He provides regulatory advice to domestic and international clients, including banks, broker-dealers, asset managers, payments & e-money firms, insurers and non-bank lenders.

Prior to joining Dillon Eustace, Keith spent 10 years working in senior executive roles at leading international banks and as Co-Founder and Chief Legal & Compliance Officer of an alternative mortgage lender. He began his career at Linklaters in London, where he qualified as a solicitor in 2002.

Keith holds the LCOI designation of the Association of Compliance Officers in Ireland and is a frequent author and speaker on financial regulatory topics. He is co-author of the Ireland Chapter of ‘Banking Regulation 2020’, a global comparative guide which can be accessed here.

Advising on a range of regulatory issues, including licensing, governance, anti-money laundering and prudential requirements, Keith aims to provide clear, practical solutions to help clients protect, manage and grow their businesses within complex and fast changing regulatory environments.

Recent representative instructions include:

  • Assisting an international fund services provider in relation to its entry into the Irish market and the regulatory authorisation process
  • Advising a US broker-dealer in relation to regulatory perimeter issues and applicable MiFID requirements
  • Assisting a UK e-money and crypto-assets firm in relation to its application for authorisation in Ireland to protect their EU business following Brexit
  • Advising the Irish entity of a leading international insurance group in relation to fitness and probity requirements
  • Advising an international asset manager in relation to customer due diligence requirements arising under the EU Money Laundering Directives
  • Advising a payments firm in relation to the regulatory requirements applicable to a proposed new product launch
  • Advising an alternative lender in relation to the regulatory implications of moving its operating and funding entities to Ireland
  • Advising an Irish broker-dealer in relation to its reporting requirements under MiFIR
  • Advising a life insurer in relation to board effectiveness and related governance requirements.
